I would like to add a bit here, when vlan ip addresses are configured,
verify layer 2 direct connectivity by using subnet broadcast ip
address e.g 139.1.1.255 for 139.1.1.0/24 subnet to save time; and keep
those commands in routers as is, move on to questions like
spanning-tree, mst etc till the end of switch section, then come to
the router to verify the layer 2 connectivity one more time by pushing
up arrow, that takes maybe 2 minutes to make sure before leaving this
section. Always quick check, no assumption, because any config in
between might have changed the previous status. Try hard to add only
one variable at a time, if not working, you know exactly where it's
from; don't make it harder than it's already is.
