What I can see by glancing thru ent. vs base image.
 
--> The followings are not supported in "Base Image".

NSF - Graceful Restart (GR) and Non Stop Routing (NSR) for IS-IS

NSF/SSO (Nonstop Forwarding with Stateful Switchover)
OSPF

--> Base Image has the followings but Enterprise doesn't.

IP SLAs Responder
IPv6 Routing: RIP for IPv6 (RIPng)
Netconf access for Configuration over BEEP
NETCONF over SSHv2
