One needs to be careful about that. You might find these folks had little or
no works time to prepare. But even so everyone's situation is different.
Clearly if you are afforded time on works time to study during the best
hours of the day it can only be helpful as opposed to trying to study in the
evening after another busy day when you are worn out. I can attest that as
can thousands of other people. That said, you still have to put the work
in. Some people have been lucky enough to receive a good deal of backing
from employers to prepare for tests over the years but it's still no
guarantee of success. The time can be wasted. I know of one person who was
more or less at liberty to pass the lab on works time on full pay with
equipment, labbooks and courses provided. The guy passed on the 4th attempt
after a year. There's also a certain amount of pressure on individuals to
pass in such cases which can work for or against an individual.
All that said, some serious game time on works time would be good, but it
hasn't happened in years and I don't see it happening now. If you can get
works time to prepare good luck to you I say. You will still be doing
evenings and weekends but it all helps.
