No. What I mean to say is that the popularity of a track is not entirely driven by the quality/quantity of study materials for it.

Did you mean to say SP is not popular because vendors (including IE) are not doing a good job in that track with their workbooks?
Man you're right to say that about the IE SP workbook, when compared with their R&S editions.
