Custom-queue : small doubt

HI All

Can some one confirm if I am right or wrong :

queue-list 1 queue 1 byte-count 1000 limit 100

Does this mean that queue 1 will have max of 1000 bytes and max 100 packets ?
Please explain what this command mean
