You are a tough judge Joe. The 21 year old failed on his first try at
the lab? As you know the CCIE lab is very different to multiple choice
exams, so simply having a few of those isn't going to get anyone
through. If he never touched a router when he sat his ccie lab he was
obviously very naieve, but it doesn't mean he cheated in his other exams
or that he won't pass the next time. Perhaps you have other reasons for
suspecting foul play in that case. I think someone posted recently that
Anthony Sequeira took a number of attempts, which considering his good
reputation just goes to show that there are other factors which affect
peoples results at the end of the day.
