encapsulation failed error on Serial Interface - HELP NEEDED!

I know this might sound stupid but I have NO CLUE what is going on. From my
understanding when you get the encapsulation failed message its because your
L3 to L2 is broken but in my case its pretty straight forward. I have
checked every single thing, rebooted the device and what not but it keeps
giving me this stupid error. I have configured static map statements but
it's not cutting it.

Working through IEWB lab 7 Task 2.3 where they ask you to configure frame
relay connection between R1 and R2.
