There's no difference at all. Both will match the topmost label.
Check this example:
++++++++++++++++
PE1 is running 12.4 and is setting imposition label with EXP=0 and topmost
label with EXP=5:
PE1#sh policy-map interface
Serial1/0
Service-policy input: FROM-CE
Class-map: class-default (match-any)
7 packets, 648 bytes
5 minute offered rate 0 bps, drop rate 0 bps
Match: any
QoS Set
mpls experimental imposition 0
Packets marked 7
Serial1/1
Service-policy output: TO-P1
Class-map: class-default (match-any)
11 packets, 2314 bytes
5 minute offered rate 2000 bps, drop rate 0 bps
Match: any
QoS Set
mpls experimental topmost 5
Packets marked 5
PE1#
++++++++++++++++
P1 is running 12.0S and doesn't have the topmost keyword available and you
will see this:
++++++++++++++++
P1#sh policy-map interface
Serial1/0
Service-policy input: FROM-PE1 (16)
Class-map: MPLS-EXP-0 (match-all) (612929/1)
0 packets, 0 bytes
5 minute offered rate 0 bps
Match: mpls experimental 0 (5922434)
Class-map: MPLS-EXP-5 (match-all) (613009/2)
5 packets, 560 bytes
5 minute offered rate 0 bps
Match: mpls experimental 5 (838898)
Class-map: class-default (match-any) (14754801/0)
73 packets, 5132 bytes
5 minute offered rate 0 bps, drop rate 0 bps
Match: any (13977858)
73 packets, 5132 bytes
5 minute rate 0 bps
P1#
++++++++++++++++
