There's no difference at all. Both will match the topmost label.

Check this example:

PE1 is running 12.4 and is setting imposition label with EXP=0 and topmost
label with EXP=5:

        mpls experimental topmost 5
          Packets marked 5

P1 is running 12.0S and doesn't have the topmost keyword available and you
will see this:
