After finishing carefully tested on my lab..Conclusion is that.

In the situation there is MPLS TE from ingress PE to P router, why we need
to enable mpls ldp on Tunnel is to bind VPNv4 destination into lable and
need to advertise to P router at the other end. So that when packet arrived
to P router,it will know how to forward thatpacket according to the
lable. That is the reason of enabling ldp on Tunnel. If PE & P is directly
connected it's still find. If they are not directly connected it also need
to configure on P router to listen LDP advertisement from PE. And also need
to enable that ldp between P router and egress PE. So that End to End VRF
connection established.
