I think the rule does not apply to those who are in the 90 days zone. See
attached email from cisco.

This new system should free up new lab dates, so whenever you are ready you
can just grab your date within the 90 day period. I agree that this might
result to be one more stress factor in the final preparation phases, but
should not be that big a problem.
