I have to agree with Joseph. It's not about whether you are close to it or
not. Problem with 28day policy was that people were scheduling labs and
cancelling at the last moment. For locations like Dubai where you can't get
a seat atleast 6 months out, this policy will really help.

As always some people will suffer but for the good of many, suffering of few
is not a big deal.
