Difference between I & II - number 1 is at referring to layer 2, and number 2 is at layer 3.
At layer two they mean dot1q tunnelling, layer three I think is self explanatory.
QoS signalling - refers to legacy bandwidth provisioning protocol called RSVP. It is a protocol used by a host to request specific qualities of service from the network for particular application data streams or flows.
