It has all the earmarks of a module that requires a FPD upgrade. You can
usually download the FPD image sets (they are specific to device and
software version) from Cisco website. I can't remember the exact syntax for
XR, but for IOS it is upgrade hardware slot x etc., etc., I think there is a
"show module" command that should tell you what the problem is. Also, if
you boot, it will always tell you what is going on when it attempts to bring
it up. Make sure you have all necessary PIE files extracted and installed -
the same as the device that's working - I think that is a "show package
installed" command if not mistaken, though its been a while since I dealt
with running XR on GSRs. Best of luck!
