Hi ZZ,
The problem you've discovered is because the Vlan 13 already has been
assigned to another interface on the router.
Every time you assign a routed interface/subinterface, you actually assign
an internal Vlan to that interface/subinterface.
To view the current list of used Vlans, try "show vlan internal usage".
You can change the way these internal Vlans are assigned by using the
configuration "vlan internal allocation policy {ascending|descending}"
