Matching Real-time traffic

Here is the scenario. Maybe someone can help.

ROUTER A ---------SERIAL LINK-----------ROUTER B

Users behind router A are accessing a real-time application from servers
behind router B. The application uses UDP port 17776.

How should I match traffic coming from the servers to the users?

I answered (permit UDP "server network" eq 17776 "users network").
However, the answer given to me was (permit UDP "server network" "users
network" eq 17776).

Since this is return traffic to the users isn't my answer correct? Or since
this is a real-time application does that mean the appliaction sends traffic
to users on that port?
