K1 is the bandwidth and the default is 1
K2 is the load and is default at 0
K3 is the delay and is default to 1
K4 is for reliability and is default to 0
K5 has a default value of 0
So the first 0 is the type of Service and only TOS 0 is supported. Then you
get the sequence K1 K2 K3 K4 K5 and the default is 1 0 1 0 0
so for the requirement "Bandwidth is 3 times more significant than either
load or delay"
we need bandwidth to be 3 times more, so the default 1 multiplied by 3 = 3.
Now load and delay need to be 1/3 of the bandwidth so you assign 1 for those
K vlaues.
So you get the sequence 0 3 1 1 0 0
