switchport flap : any method ?

Hi Group

I have following topology

SW1 SW2
   \ /
    \ /
     \ /
      \ /
       \ /
       \
     / \
   / \
 SW4 SW3
  |vl 45 |vlan 45
  | |
R4 R5 (154.1.45.5)

SW1 (f16, f17 )====== (f13 , f14) SW3
SW4 (f16 , f17) =====(f19.f20) SW2

SW4 f1/0/4 connected to R4 and it is in vlan 45
 SW3 f1/0/5 is connected to R5 and is in vlan 45

I am not allowed to create vlan on SW1 and SW2
SW4 f16 , f17 is in vlan 45 access ports
SW3 f13 , f14 is in vlan 45 access ports .

I do a dot1qtunnel in SW1 (f16 and f17) and SW2 ( f19 and f20) and i
see host R4 as well as R5 mac is flapping on SW1 and SW2 .

Can i do something to avoid that without shutting any one of these
interfaces on SW1 or SW2
?
