Creating vlans in config mode works on routers (ISRs particularly) .
With L2 HWICs like HWIC-4ESW plugged in router you can do so .. No
need to go to vlan database mode .
Though " config# vlan ? " may not list so .. but go ahead and give
full command .. It will be accepted . If not lemme know IOS you are
using
