Hi Tim,
Cisco PfR is more of an improvement of OER.
If you are running BGP with your uplink ISPs, then OER and as such PfR could
prove useful in analyzing link metrics and deciding on best paths.
However, in situations where you have static default routes on your Internet
router to your providers, where running standalone BGP isn't possible on
your local router, I have found the said combinations of PBR, IP SLA, Object
tracking and reachability to be the best approach.
My 2 cents though.
