To bring up an SVI when there are no active ports simply go in the vlan configuration subprompt and say 'active' or 'state active'... i cant remember the exact syntax... That will bring the vlan up and consequently the svi in it.

well it turned out easier than I thought, I just created the vlan on each
switch: "vlan 2300", I hadn't created it yet because there were no ports in
it...the svi came up after that because they all have trunk links
