Offered Load Versus Clock Rate

Hi Experts,

In a book I am reading it states the following:

*"IOS considers congestion to be occurring when the hardware queue is full;
that generally happens when the offered load of traffic is far less than the
clock rate of the link."*

Shouldn't this read:

*"IOS considers congestion to be occurring when the hardware queue is full;
that generally happens when the offered load of traffic is far more than the
clock rate of the link."
*
Any clarification you could provide would be greatly appreciated!
