Well .. thats the way it shd be configured .

If u want couple of routers to discover using inverse arp ....

[A] Run frame-rel inverse-arp on interface ( default runnning )
[B] See o/p of "sh frame-rel pvc " .. see what all ate other pvc
discovered .. disable inverse-arp on other PVCs by " no frame-rel
inverse-arp ip <pvc>"
