Have to clear lines on terminal server server multiple times

Hello,

When I log on to my terminal server (2511) I have to clear lines multiple
times in order to reverse telnet into each device. It keeps saying
connection refused by remote host. It seems to progressively get worse after
each time I boot up. Has anyone had this problem or know a solution? I tried
using flow control hardware, but sometimes that just freezes the terminal in
some routers, specifically the 2500 BB routers.

Here is my line config:
