You're thinking about LMI. LMI is to the frame switch and is irrelevant
about matching on different routers, but "encap frame ietf" refers to the
actual frames sent not about LMI.

So both sides of a PVC do indeed matter.

no,since this encapsulation type only matters with the communation of router
with FR switch. That encapsulation must be supported on FR-switch.
