That is the correct operation of the backup interface feature. It knows the
difference between "admin down" and "down".

Think back to when the command came out (think out of the box)

If a dialer was a backup interface to a frame, and the frame was SHUTDOWN,
would the company necessarily want to incur "high cost" ISDN charges.

Subject: Backup interface

Hi All

I have following setup :

                      FR------s0/0/0.401 R4 ------- s0/0/1

In the event of failure of link to FR cloud ; i want s0/0/1 on R4 to come up
.
I give :

Rack1R4(config-subif)#do sh run int s0/0/0.401
Building configuration...

Current configuration : 222 bytes
!
interface Serial0/0/0.401 point-to-point
 backup delay 0 60 <====
 backup interface Serial0/0/1 <====
 ip address 148.1.0.4 255.255.255.0
 no ip split-horizon
 snmp trap link-status
 frame-relay interface-dlci 401
end

My issue is :

1) To test the backup config ; I gave " no frame-rel dlci " under
s0/0/0.401 . As expected my backup interface came up .
*Jul 25 06:12:36.463: BACKUP(Serial0/0/0.401): event = primary
interface went down
*Jul 25 06:12:36.463: BACKUP(Serial0/0/0.401): changed state to
"waiting to backup"
*Jul 25 06:12:36.467: BACKUP(Serial0/0/0.401): event = timer expired on
primary
*Jul 25 06:12:36.467: BACKUP(Serial0/0/0.401): secondary interface
(Serial0/0/1) made active
*Jul 25 06:12:36.467: BACKUP(Serial0/0/0.401): changed state to "backup
mode"

2) But If I shutdown the s0/0/0.401 interface ; I expect the backup
interface to come up . But it does not .
Is there something I am missing . I get s0/0/1 to go to "standby /
disabled " state .

Please guide

Thnx
