1000 pass on 4th try vs 1000 pass on 1st try = $4 million!!!
At the time where lots of companies cut cost by giving cheap coffee or none
at all, that should be a motivation to make the exam harder.
Exam harder also means lots more business for teaching companies....

your point about copyrights, if thats the case then Cisco should create a
better legal cover for its certification exams.. for example, i believe
anyone who attempts to cheat on a lawyers' bar exam can be prosecuted by
law. we know that many technology companies try to promote their stuff thru
certification programs and therefor such programs may be brandished as just
being part of their marketing strategies. But cisco's programs, especially
ccie, is an industry standard, so cisco should work to get a better legal
cover for protecting the ccie program
