Spot on with Dale's answer.

Just for reference - I was finally granted a full TS/SBI a couple of months
ago - my wait time was around 30 months. Nothing to do with my records or
anything, just my profile was first being reviewed by a company that had
some debacle - and all the profiles had to be resubmitted. Originally, my
Secret took about 7 months to be approved (circa 2006). A co-worker was
nagging me because he received his TS/SBI around mid-May and only had to
wait about 8 months. Interim S and interim TS took less than 2 weeks each.

I think there are 2 basic Poly's - counterintelligence and full scope with
full scope being the more extensive. Like Dale wrote - TS/SCI w/ either
Poly along with some CCIE digits is a golden ticket. I recently saw some
ads from Verizon offering CCIE Poly positions around the DC area - no idea
the rate.

He would need to work for a company that can hold clearances and the
clearance would need to be tied to a contract that requires it. Even if you
get it, you would need to be working on a contract that requires it, if you
leave it goes inactive and it's easy to come back w/i 2 years. After 2
years, you have to start the process over again. As a consultant, you can
get a prime a contractor to hold your clearance and funnel the money to you
from the government, but then you need to pay a pass through rate for the
services, which is usually around 15% depending on your negotiations.

TS won't require polygraphs unless it specifically is a TS w/ POLY. Most
people I know have a TS and some are lucky enough to have TS SCI and maybe
even POLY if they're really lucky. If you get an opportunity that will get
you up to TS SCI with POLY, you jump on it for sure as that is high demand.
