You as an individual can't apply for one. You will need a sponsoring
organization. Depending on who it is for, a DoD Secret is not the same as an
FBI Secret, which is not the same as XYZ Agency Secret. A DoD Secret
typically just means that any other agency can do a background check on you
and it will be clean, it also means they can have a look at your DoD Secret
and determine if they want to put you through their background check. And
yes there is an expedite process, but you can't step in a different line in
order to accomplish it.
