request for comments:
(1) Cir is defined by user, default is 56kbps
(2) Cir = 64kbps, Bc=8000 bits, Tc=1/8 sec, implicit Be=8000 bits
(3) Tc = Bc / Cir, however, when Bc and Cir are entered by the user, Tc
is not always = Bc/Cir as expected
(4) (config-if)#traffic-shape rate range is (8k to 100Mbps) and the max
and min Tc are 1 sec and 1/40 sec (see below)
(5) police Cir Bc Be default is Bc=Cir/32, minimum 1500 Bytes, Be=Bc
(6) Quote from

The Be should be 0 in the above sentence
