FRTS 'Be' bucket re-fills with fresh tokens each new interval

Hello Group,

I am confused about FRTS Be bucket; is the bucket re-filled with new tokens
each new interval (as with MQC-based "shape peak") or else the Be bucket
just receives tokens un-utilized from the previous Bc cycle?

I have seen this

Cisco where they are asking you to configure CIR = 64kbps but quote,
"*If needed*, the HUB can burst above this" up to Access Rate (AR) = 192
kbps. Can this bursting occur only after a period of inactivity (i.e. after
spare credits have been accumulated, or does the bursting occur irrespective
of whether spare credits are available or not and, *continues* unless a becn
is received from provider?
