My guess is that would be the response.
The candidate shouldn't have to guess whether or not the proctor in question
knows other numbering systems than base 10 (or that they were put into the
grading scripts).
In 2000 I came across a proctor that didn't read a BGP route filter
correctly (and I got dinged nicely for it even after presenting simple math
to him).
So, there shouldn't be any assumption on either part IMO. The information
should be given freely as long as it does not give the candidate an
advantage.
