Yes, theyre propagated. All VLANs were created on SW2 and the sh
vlan-switch output below shows them active on each switch.

can you confirm that the vtp is in sync - ie can you verify that vlans are
being propagated? Create a new vlan on the core and make sure it shows up on
the clients.

Ip routing doesn't need to be enabled. You need to use the ip
default-gateway for the 2 client switches pointing to the main Switch and
make sure the SVI's are created on all 3 switches. Also make sure your
trunking is working and just ping it should work. Maybe post your config to
have a look if that doesn't work.
