Yep, that will happen if your cpu nears its limit... Was happening on my also when I was running it on windows. Scheduling is really bad for these things on it. Ideally I would recommend a souped-up linux server with lots of ram for it. I am running ie scale labs, and I needed two dual-core blades with 4gb worth of memory each. Even on those I can tell a slowdown closer towards where you enable bgp's...
