if you do a frame-relay map and don't see any dynamic learned
mappings you are set.
if you disable inverse-arp this only means that no inverse-arp will
be sent out the particular interface. If however the inverse-arp comes
in the interface a dynamic mapping will be made for the requestor.
So it boils down to disabling inverse-arp on all your frame-relay
participating interfaces.
Note that if you put "encapsulation frame-relay" on an interface
inverse-arp will be enabled the moment you configure an IP address
on it.. So you may want to disable inverse arp first and then configure
an IP address or you may want to shut the interface, confgure it and
enable it again.
