you mentioned you can ping all interfaces. that includes the loopback that
you have set as your RP, right? since you are using a loopback, you will need
a routing protocol running so that all of your devices know how to reach the
RP.
if you are already running a routing protocol and you are using
physical interfaces for your frame connections with sparse mode you may need
to use ip pim nbma-mode on your devices. it can take a minute for your mcast
to converge i believe.
you mentioned you're running static rp. did you
include the static rp assignment on your rp device? i think it may be
required there too.

Static RP, frame-relay cloud has one single subnet.
Frame-relay mapping looks
ok to me becuase I am able to ping all the interface
IP and RP IP from R2.
