Which code release version version of dynamips are you using?
example: version 0.2.8-RC2-x86

With dynamips the depending on the code version (IOS), NM loaded and ram
designated the idle pc values could vary.

When choosing the idlepc value choosing the highest is value is best. You will
have to test different values to see what works best with your configuration
