Well, technically BOTH will match what is desired, but you go further to
mark EVERYTHING as DE. (Which begs the question why you need the first two
lines as ftp/telnet traffic would be included with the "permit ip any any"
statement)

So when using a DE list to affect what is pre-selected as discard eligible,
one assumes that you do it for a reason! If you really want everything to
be DE then the second thing succeeds. Typically you don't though! :)

Mark all ip ftp and telnet traffic existing R1 s1/0 (frame-relay interface )
are discard eligible during congestion.

my answer is
access-list 100 permit tcp any any eq ftp access-list 100 permit tcp any any
eq telnet access-list 100 permit ip any any !
frame-relay de-list 1 protocol ip list 100 !
int s1/0
frame-relay de-group 1 45

Would you please any one correct me? which one is right?
