Also......in standard collegiate terms, aren't there child geniuses who
graduate college at around 10? I'm sure that if they were geared towards
networking, a CCIE could be possible at a very young age.....

well to be honest being ccna and ccnp by itself isnt much ..

a LOT of people dont even study for those exam...they get stuff like
testking...etc

you could find ppl with ccnp not knowing what is ospf ..no joke!
