Hi Amin,
YES, it will apply for all the traffic to/from SVI interface so take care of
dropping routing protocol adjacency after applying your filter.
The default behavior is drop any if there is no match so you have to permit
at least whatever needed services before applying the filter or just put an
extra open statement to the vlan access-map. It all depends on what are you
trying to achieve.
