When to configure "frame-relay traffic-shaping"

Hi.experts:

I am really confusing with when to configure "frame-relay traffic-shaping"
interface command.
I know I must configure it, when using map-class method to shape traffic.
i wanna know if i using MQC method to shape traffic or police traffice ,for
example.
case 1:
policy-map TE1
  class class-default
    shape average percent 70
interface s0/0
  service output TE1

case 2:
policy-map TE2
  class class-default
  police cir 80000 pir 100000
    conform-action transmit
    exceed-action set-frde-transmit
    exceed-action set-prec-transmit 4
    violate-action set-prec-transmit 2
    violate-action set-frde-transmit

In these cases,do i need to add "frame-relay traffic-shaping"interface
command ?
and is it a legacy command only used in map-class frame-relay
traffic-shaping method or something else?
