I think it depends on the requirements of the question.
For a router you can
either build the commands you want the user to run in the router config using
the privilege command, or build a command set on the ACS.

For Atuthentication proxy on routers
and Cut-Through Proxy on ASA. Do we

For routers I saw one post that it should be Privilege 15 and
