Unable to upgrade IOS:

I am unable to upgrade to IOS c2600-adventerprisek9-mz.124-18.bin even after
I added 32 mb or flash. It appears that the router is only recognizing the
16mb or on-board flash that is on the 2651xm. Has anyone else experienced
this problem and if so can you tell me what was your resolution? Thx.
