Here's the response I gave to cisco list a few months back:

It depends on where you put the command.
For example, I have an NM-CE on my 3825. I put redirect in on my LAN
interface since the CE is on the same interface and result in faster
redirection as the doc says.
If you have a stand alone CE device and put it in its own DMZ interface, and
you also have 2,3 interfaces that need web-caching services...then you put
the redirect out on the WAN interface (internet facing) so everybody will
benefit.
If you only have one LAN interface, then you could put redirect in or out on
that LAN interface.
Mostly, i see out on all Cisco documents, so just put redirect out and don't
think much about it :)
