first, under the class in MQC method you use should use "shape average
256000" not "shape cir 256000" and also under the map-class you should use
"frame-relay cir 256000" not "shape average 256000"..........anyway I think
these are just typing error.

second, the major difference I can see is that when you don't define a value
for bc and be in MQC then the default is that bc=be while when you don't
define a value in FRTS then the default is that be=0
