Assuming you will be setting up an IGP between frame devices, my opinion is
that you would always want to setup a map for the link-local address since
that is what the IGP will use to communicate. There are times when you
don't need a map for the global addresses but you will need the maps for the
link-locals. This is a generalization so the specific requirements of your
lab should be the final guide.

Also, unless otherwise prohibited, I like to hard-code the link-local
addresses to something a little more manageable. Saves time and sanity.
