A lack of DSP resources? Since you didn't post what you have in the way of PVDM2s installed in the 3825, you need to go to the DSP calculator on www.cisco.com and fill out the appropriate information to determine what you need in the way of PVDM2s in order to support (4) VWIC-2MFT-E1s in that chassis.
