well, the bandwidth command has nothing to do with allocating BW. it's used
by other features to take some decision.
for example, ospf use it to calculate the cost, EIGRP use it to calculate
the metric and the ammount of BW it use for the EIGRP updates.
so if you want to allocate or limit BW for some traffic. you must use
policing or other QoS feature.
