Heres the problem I have with that(not that my opinion matters to a router).
The hold time is 3 times the hello, so for my example why would I need to
configure hold time. Hasn't hold time been configured to 12 when I changed
the hello to 4?

By default the eigrp hold time is three times the hello interval. Personally
I havent changed one timer without changing the other. To answer your
question I think changing either does not automatically change the other.
