But IE is showing some solutions were inverse-arp is disabled. They say the
recommendation is to disable it, but I cannot figure out why some solutions
disable it and in other cases it is not according to IE.

IF you have configured an IP address on an interface AND you dont want
it to dynamically learn IP addresses of the remote ends and map it to
a local DLCI, disable frame inarp.
Without an IP address on an interface (either main or sub), I wouldnt
even bother about frame-relay inverse arp.
