Check to see if you have dynamic Frame relay mappings on R1 and R3 between
the two with "sh frame-relay map." You might have forgotten to clear them
with "clear frame inarp" command. Whenever you have a lab that put the
encap frame under the serial interface for you already, you have to always
be sure to clear the dynamic maps and verify with "sh frame map" that
they're gone.
